What NCC 2025 changed, and what it means for your drawings.

Three things that land on the drawings.

On-site solar

NCC 2025 updates J9D5 so Class 3 and Class 5–9 buildings install solar PV rather than only leaving space for it later. That lands on the roof plan, not just the report.

Tighter fabric and glazing

Section J4 is strengthened, with new thermal emittance rules for roofs and stricter solar admittance for wall-glazing (J4D6). Glazing specified to a 2022 report does not necessarily pass.

Not the same date everywhere

Victoria takes NCC 2025 from 1 May 2026, WA and the ACT from the same date with a 12-month transition; NSW, Queensland, SA and Tasmania from 1 May 2027; the NT has not adopted it. Which edition applies follows your permit date, not the calendar.

The edition your project is assessed against follows the permit date and the state, not the calendar. A job permitted before adoption stays on the earlier edition — which is why three editions are still in use here at the same time.

Which edition applies depends on your permit date and the state the project is in — adoption runs from 1 May 2026 in Victoria, WA and the ACT (WA and the ACT with a 12-month transition), and 1 May 2027 in NSW, Queensland, SA and Tasmania.
