Before you send the drawings
What drawings do you need?
The drawings, the dwelling numbers or floor areas, the car and bike parking provided, and the permit condition or council request if you have one.
Is it written to my council’s requirements?
Yes.
Each report follows the council’s own policy, planning scheme clauses and template where it has one.
What if council asks for further information?
Send the request to us.
Questions about our report are answered from the same drawing set.
Is a Green Travel Plan required for every development?
No.
There is no statewide rule.
It depends on your council's planning scheme, any overlay on the site, and the conditions on your permit.
Send the permit condition or the council's request and the scope is confirmed before the fee proposal.
Is it lodged with the application or after the permit?
Both happen.
Some councils want it with the application and then ask for an amended version by condition.
Others make it a condition to be approved before development starts.
Once approved it is endorsed and forms part of the permit.
What bike parking does Clause 52.34 ask for?
For dwellings in developments of four or more storeys, 1 resident space to each 5 dwellings and 1 visitor space to each 10.
For offices over 1,000 m2 of net floor area, 1 employee space to each 300 m2 and 1 visitor space to each 1,000 m2.
Once 5 or more employee spaces are required, showers and change rooms follow.
A permit can vary these numbers.

When council asks for it
Most often with a Sustainability Management Plan: the local ESD policy (Clause 15.01-2L) in many council planning schemes asks for an SMP and a Green Travel Plan for 10 or more dwellings, and for larger non-residential buildings, with the floor area set by each council.
There is no single statewide trigger. Some planning scheme schedules list a Green Travel Plan as an application requirement, for example Merri-bek Design and Development Overlay Schedule 23 and Monash Development Plan Overlay Schedule 6.
Maribyrnong's local policy (Clause 18.01-1L) names residential developments of 60 to 200 dwellings and developments seeking significant car parking dispensations.
Councils also set it as a permit condition, to be approved before development starts or before plans are endorsed, as in Monash and Merri-bek permits.
