Insights / Waste

When do you need a waste management plan?

When the council asks for one with the planning application. Each council sets its own trigger.

Sorted waste and recycling bins

No single statewide number. The council decides.

When the council asks for it

Victorian councils ask for a waste management plan with many multi-dwelling planning applications. You need one when the council asks for it with the planning application, usually in the request for further information for a multi-dwelling development.

The trigger is the council’s own: there is no single statewide number. This is how to tell whether yours needs one, and what it has to show.

Four councils, four different triggers.

City of Casey

A waste management plan from six dwellings, prepared by a suitably qualified consultant. With five or fewer, bin storage and collection points go on the site plan instead.

City of Ballarat

Its residential form applies from three dwellings, up to fifteen.

City of Melbourne

Standard forms for small developments; larger developments may need a waste consultant.

Darebin

A form developments under ten units may complete.

Always check the guideline of the council the application goes to.

Four things, drawn and counted.

  1. The waste each dwelling produces, from the council’s own generation rates.
  2. The bins needed for each stream: garbage, recycling, food and garden organics, and glass where the council collects it.
  3. Where the bins are stored, with the access the council asks for.
  4. That the bins fit on the kerb on collection day, clear of driveways, trees and poles.

Developments that need a waste truck on site, swept paths or basement bin storage need a waste and traffic consultant.

Common questions

When do you need a waste management plan?

When the council asks for one with the planning application, usually for multi-dwelling developments.

Each council sets its own trigger, so the council's guideline decides.

Do two townhouses need a waste management plan?

It depends on the council.

City of Casey, for example, asks for a plan from six dwellings, and with five or fewer the bin storage and collection points go on the site plan instead.

The City of Ballarat's form applies from three dwellings.

Who can prepare a waste management plan?

No Victorian registration scheme licenses waste management plan authors; councils decide whom they accept.

Some ask for a suitably qualified consultant for larger developments.

What does a waste management plan show?

The waste each dwelling produces from the council's own rates, the bins per stream, where they are stored, and how they fit on the kerb on collection day, marked on the site plan.
